Policy & Procedures Manual Development

 

‘Governance’ covers the processes of community management in addition to the organisational structure of a community.

The Policy and Procedures Manual is a reference source for policies and procedures relating to issues including the working environment, safety, human resources, financial management practice, materials ordering and invoicing and most activities that make up daily operations within the organization. 

Within each category there may be titles that narrow the subject information. While the “Heading” may be Human Resources, “Subheadings” would consist of recruitment and appointment, conditions of employment, salaries and benefits, employee development, performance management, grievances and disciplinary action and termination of employment.

Policies, procedures and guidelines are added, deleted and amended on an ongoing basis by the "owner" of the policy within the organisation. It is a moving document and requires regular updates as the environment and operating procedures change.

In areas with high staff turnover it is extremely important to an organisations long term stability that staff are aware of their individual role in the company, what is the accepted method of carrying out different activities, who reports to who, what are the expectations, etc.

A generic Policy & Procedure Manual is not an effective tool. For it to be an effective document, it must report on the procedures carried out by individuals during work activities. It must be able to guide replacement staff should a position become vacant.

 

Occupational Safety & Health

 

The Safety and Health of Australian workers; especially in remote areas is paramount and can only benefit from setting and enforcing standards; providing training, outreach, and education; establishing partnerships; and encouraging continual improvement in workplace safety and health.

The employees of remote enterprises, organisations and communities are often under the added strain of large and varied duty statements, lack of available tradespersons, long work hours, the tyrannies of distance and extreme weather conditions.

An OS&H manual provides information and guidance to assist employers and employees comply with health and safety legislation but more importantly looks at work conditions and duties that specifically relate to the work environment.

An OS&H audit investigates areas of risk or safety concerns and gives viable options to avoid incidents and accidents.

 

Business Plan Development

 

 A business plan will outline the actions needed to take the proposal from “idea” to “reality.” A credible feasibility study will often provide a large part of the information needed to produce a business plan.

 The business plan looks ahead, allocates resources, focuses on key points, and prepares for problems and opportunities. Businesses need plans to optimize growth and development according to priorities. Plans are a working document and guide that must be revised as situations change.

 

Community Profiles

 

For the organisations and groups that make up our society, the profile paints a picture for the reader, shedding light on what your organisation is and why its operation is important. It needs to contain organisational facts and details which could include the history, aims, objectives, structure, staff, geography, industry placement, opportunities, contacts, etc. These are the points that you need to convey in submissions, plans and reports.

Asset Register Development & Maintenance

 

Many funded organisations are required in their grant conditions to keep an up to date asset register. All well run organisations use their asset registers for maintaining their depreciation schedules, setting insurance premiums, fast tracking claims, planning their asset maintenance, verifying losses to the tax department or assisting authorities in the event of burglary, fire, flood, etc.

Large organisations and enterprises have substantial infrastructure, management and operational assets to record and it can be a daunting task, however once established they require minimal upgrading. As make, model, serial number, etc are recorded in asset registers, it becomes a major database with valuable information for those in charge of equipment maintenance and repairs.

Regardless of how you choose to record your assets (written list, database burnt onto CD, disk, photos, videotape or audio tape) or a combination of all; a copy should be kept away from the organization where fire, disaster, clean outs, etc can lose the inventory when it is most important.

We have found that a full inventory of assets kept in the form of a “Microsoft Access” database with asset photos linked and the installation of numbers on assets using marking tools or brass plates is the most effective and can be easily updated as new equipment is purchased.
